Very Kind Basil Booth boys, but it may need to be taller ~4ft+ for longer flowering, as the tops of many varieties love to really jam into the lights before they are finished. Nylon cords & pullies on lights work smoother than old chains. Add a drain cork

I've seen setups like this before, although none were this well constructed(from what I could see). For the cost, why wouldn't you get a 400 watt with a light mover and a full hydro setup?

The Sun Cell grow box is the best box you can get for your money. This box is heat tight, light tight, smell tight and the light spectrum is perfect. Phototron technology is 20 years old, but this is the best electronic technology out there.
