The New York Times reports that nine million Americans a year drive while under the influence of illegal drugs, according to a report that calls on states to adopt criminal laws setting strict standards on the presence of pot in a driver's body, just as they use blood alcohol content to determine that a driver is intoxicated.

The Washington Post reports on a a White House-backed provision to the Homeland Security Bill that would head off dozens of potential lawsuits against pharmaceutical giants for killing, and/or disabling children.

PATIENTS ASKING COURT TO FORCE RCMP TO RETURN GROW EQUIPMENT AND CANNABIS
He’s got a licence from Health Canada to grow marijuana, but now Brian Carlisle says he can’t get his grow-lights back from the RCMP. Prosecutor Finn Jensen would not confirm the reason for the refusal to return the seized items, saying "several agencies are deciding the issue" including the Department of Justice and Health Canada.
