(P.T. cont.) A ticket would be more immediate and a police officer would be MORE LIKELY TO WRITE A TICKET. Right now the laws are not evenly enforced, often police will turn a blind eye, which teaches disrespect for the law. WE WANT FINES TO BE RENDERED.

I think it's wonderful that there is discussion, but I don't agree with the conclusions. I have personal experience of 40 years, and think the government is still being dishonest. They need to victimize some one, and now they are trying to rationalize.
