CALIFORNIA APPEALS COURT RULES AGAINST GROWER FOR SAME ACTIONS DISMISSED IN MONTREAL LAST WEEK The Associated Press reports that a California state appeals court upheld a lower court ruling Thursday that Proposition 215 does not grant a medical marijuana grower immunity from prosecution. In contrast, a Montreal Court ruled last week that medical marijuana has to come from somewhere and if the government won’t provide it then it can't prosecute those who do provide it. FRANCE TO TOUGHEN LAWS ON CANNABIS France is planning to tighten restrictions on the smoking of cannabis in an attempt to curb its steadily rising popularity.
