This protest is over delays in issuing medical marijuana cards for 800 patients who saw Dr. Phillip Leveque, cohost of Cannabis Common Sense, and for rule changes that were implemented with no public notice nor input. It happened at the Portland offices of the Oregon Health Division in September 2001.
