rockwool starter cubes

I put 9 seeds in rockwool starter cubes (soaked in a mixture of fish emulsion and some pH down hot tub chemicals and checked the pH with some paper I stole from Chemistry) keep the buggers @ 80-90F in the dark under propogation hood with a seed starter nutrient solution for 2 weeks and nothing happend...EVER what's wrong with my plan?
Also what is the 'bubbler' system?

Go to the new growers forum for more detailed information, but briefly, germinate the seeds in papertowel or like process, allow them to crack the shell and send out a shoot ~1/4", soak rockwool in sterile water(nothing else added), place seedlings in rockwool, don't add anything unless ph is out of range. This a start, but your answers can be found on the other forum, there many informative links and knowledable folks there. guardian
