co2.. how long?

I put a packet of bakers yeast and 2 cups of sugar into a two litter bottle of luke warm water.. no co2... how long does it take for the reaction to start?

it starts almost immediatly,first clue is a froth or foam that forms on top of the mix.
it is also possible the yeast is no good.

on a similar note.. is it better to use CO2 during the light or dark hours?

Light only. It needs Light, Water, and CO2 to live. Most plants will get enough CO2 if you have fresh air comeing into the room. You need to get 1600 PPM for it to work best.
You wont be able to get that with what your doing. You need a 20lb tank to start with.

What is the rule for c02? I only have 2 plants, so I'm assuming I don't need 1600 ppm of co2?
