Why%20are%20these%20leaves%20curling%3F%20%20They%20are%20three%20weeks%20old%2C%20in%20a%20medium%20consisting%20of%20%282pts.%20soil%2C%201pt.%20manure%2C%201pt.%20peat%20moss%2C%201pt.%20worm%20castings%2C%20and%201%2Bpts.%20perlite%29.%20%20NO%20fertilizers%20have%20been%20added.%20%20the%20soil%20and%20water%20have%20been%20testing%20at%206.0-6.5%20ph.%20%20The%20light%20is%20a%20250w%20HPS%20that%20is%20about%2012%20inches%20from%20the%20top%20of%20the%20plants.%20%20I%20also%20have%20a%20fan%20blowing%20on%20them%20all%20the%20time.%20%20Please%20any%20help%20will%20be%20appreciated.

Your plant has awfully thin leaves. Unless your plant is a sativa, I think that indicates some pretty serious problems with your soil. I'd heard that manure can cause problems if you dont let it mulch long enough.
